KITAP Visa Agent in Indonesia
Published 23 September 2026 · 9 minute read · The Indonesian Lawyer
A KITAP is Indonesia's permanent stay permit, valid for five years and renewable, and it is the closest thing the country offers to long-term settled status for a foreigner. It is not the same as citizenship and it does not remove the need for a sponsor in most categories. As a KITAP visa agent in Indonesia, we handle the eligibility check, document file, sponsorship paperwork and submission to the Directorate General of Immigration for spouses, retirees, investors and long-term employees, from Jakarta to Surabaya, Medan, Batam and every other city.

What is a KITAP and how is it different from a KITAS
KITAS (Kartu Izin Tinggal Terbatas) is a temporary stay permit issued for one or two years at a time and tied to a specific sponsor and purpose: work, marriage, retirement, investment. KITAP (Kartu Izin Tinggal Tetap) is the permanent version, issued for five years and renewable at the end of each term without you having to restart the whole eligibility case each time. You do not apply for a KITAP from zero. Almost every route into a KITAP requires you to have already held the matching KITAS category for a minimum number of consecutive years first.
That waiting period is where most confusion starts. Clients often assume that because they have lived in Indonesia for years on various KITAS extensions, they automatically qualify. Immigration looks at continuous years on the same sponsorship category, not total years in the country. A spouse KITAS followed by a work KITAS followed by another spouse KITAS usually resets the clock.
Who qualifies for a KITAP visa
Five categories cover almost every applicant we see, whether they are based in Jakarta, Surabaya, Bandung or elsewhere.
- Marriage to an Indonesian citizen. Typically after two years on a spouse-sponsored KITAS, provided the marriage is registered and still active.
- Retirees. After holding a retirement KITAS for a set number of years and meeting the income and accommodation requirements attached to that visa.
- Investors and business owners. Foreign directors or shareholders who have held an investor KITAS linked to a PT PMA for the required minimum period. This is separate from the company's own investment obligations, which we cover when we handle PT PMA company registration in Indonesia.
- Long-term employees. Foreign staff who have held a work KITAS under the same employer sponsorship for roughly three consecutive years.
- Children of mixed marriages. Children with one Indonesian parent, including adopted children, can be registered for KITAP status separately from the standard adult routes.
Every category has one thing in common: the years must be documented with unbroken, correctly renewed KITAS cards. Gaps, overstays or a lapsed extension anywhere in that history can push the timeline back or trigger a fresh eligibility review.
The KITAP application process step by step
The process is the same wherever in Indonesia you file, though the regional immigration office (Kantor Imigrasi) handling your case will vary by your city of residence.
- Eligibility review. We check your KITAS history, category, continuous years and sponsor status before filing anything.
- Document preparation. Passport, current KITAS, sponsorship proof, financial or employment records and police clearance are compiled and checked against the immigration office's current requirements, which shift periodically.
- Sponsorship confirmation. Spouse, employer or business sponsor status is formalised in writing for the file.
- Submission to Immigration. The application goes to the Directorate General of Immigration through the relevant regional office.
- Interview or follow-up requests. Some applicants are called in for an interview or asked for supplementary documents. We attend or respond on the client's behalf where the power of attorney allows it.
- Approval and card issuance. Once approved, the KITAP card is issued for a five-year term.
In a straightforward case with a clean KITAS history, the KITAP stage itself typically takes several weeks to a couple of months from full submission to card issuance. Cases with incomplete prior documentation, a lapsed extension somewhere in the history, or a sponsor who is slow to confirm paperwork, run considerably longer. We give a realistic estimate once we have reviewed the actual KITAS file, not before.
Documents and costs
Costs vary by category, by which office is processing the file, and by whether the case is clean or needs correction work first. The table below gives a general shape of what to expect. Always confirm the current figure before budgeting, since immigration fee schedules are updated from time to time.
| Item | Typical range | Notes |
|---|---|---|
| Government KITAP fee | Varies by category | Set by immigration regulation, confirm current rate |
| Legal and processing service | Varies by firm and case complexity | Higher for investor or corrected-history cases |
| KITAP validity | 5 years | Renewable at term end |
| Minimum prior KITAS years (marriage) | Around 2 years | On unbroken spouse sponsorship |
| Minimum prior KITAS years (employment) | Around 3 years | Under same employer sponsor |
Core documents across categories: a passport valid for at least eighteen months, the current KITAS, proof of marriage or sponsorship, financial statements for retirees and investors, an employment contract or business registration for work and investor routes, and a police clearance certificate. We build the exact list against your category once eligibility is confirmed, because immigration offices in different cities occasionally ask for supporting items that are not on the standard national list.
The most expensive mistake: letting a KITAS extension lapse, even by a few days, somewhere during the qualifying period. Applicants assume a short gap does not matter because they eventually renewed. Immigration reads it as a break in continuous sponsorship, which can reset the eligibility clock entirely and force you to restart the waiting period on a fresh KITAS. Track every renewal date against the calendar, not against memory, and file extensions early rather than at the deadline.
What happens after you get the KITAP
The KITAP is not a one-time event. Holders still have ongoing obligations and a few genuine advantages worth planning around.
- Renewal at five years. The card must be renewed before the term ends. Renewal is simpler than the original application but still requires current documents and, in most cases, the same sponsor relationship to still exist.
- Change of sponsor or status. If a marriage ends, an employer relationship changes, or a business is restructured, the KITAP status needs to be formally updated. Ignoring this is a common reason renewals get rejected years later.
- Travel. KITAP holders do not need to renew the permit before each trip abroad, which removes a recurring headache that KITAS holders deal with every year.
- Property rights. A KITAP does not grant freehold land ownership, but it does open certain use-right structures that are not available to short-term visa holders. Anyone considering a property purchase should get this checked separately through proper property due diligence before signing anything.
FAQ
How long does a KITAP visa last in Indonesia?
A KITAP is issued for five years and is renewable at the end of each term. It does not require the annual renewal cycle that applies to a KITAS, which is the main practical advantage for long-term residents, retirees and investors who want to stop dealing with yearly immigration paperwork.
How many years on a KITAS do I need before I can apply for KITAP?
It depends on the category. Spouse-sponsored applicants typically need around two years of continuous marriage-based KITAS. Employment-based applicants typically need around three years under the same employer sponsorship. Investor and retiree timelines vary by the specific visa track. The years must be unbroken, so any lapsed extension can reset the count.
Can I own property in Indonesia with a KITAP?
A KITAP does not grant freehold ownership of land to a foreign national. It can open access to certain use-right or leasehold structures that are more favourable than what a temporary KITAS holder can access, particularly for those married to an Indonesian citizen. Any purchase should go through independent legal due diligence first.
What happens if my KITAS lapses before I reach the KITAP eligibility period?
A lapse, even a short one, is generally treated by immigration as a break in continuous sponsorship. This can reset the eligibility clock for KITAP, meaning the qualifying years start over from the new KITAS. It is the single most common reason applications get delayed, so extensions should always be filed well before the expiry date.
Does a KITAP holder still need a sponsor?
Yes, in most categories the original sponsorship relationship, spouse, employer, or business, must remain valid and in good standing for both the initial KITAP grant and its later renewals. If that relationship ends, for example through divorce or a change of employment, the KITAP status needs to be formally reviewed and updated rather than left as is.
Can a KITAP be converted from a work permit sponsorship?
Yes. A foreign employee who has held a work-based KITAS under the same employer for the required consecutive period can apply to transition into a KITAP. The company's sponsorship documentation and the employee's continuous work history are both reviewed as part of that application, alongside the standard document set.
